Luigi: Will sell the player cards. His selection of cards can be randomly shuffled by paying him 20 coins.
Vivian: Will help the player organize their cards, including disposing of cards, or laminating them (making them permanent).
Monty Mole: Will offer to play a card game with the player for 15 coins, in which the player can win any of the cards Monty Mole has laid out on his table prior to the game starting.
The Witch: Will tell the player more about the uses of certain cards.
Toad: Tutorial NPC, and the only mobile NPC that can be spoken to.
