Shy Guys are enemies in the Super Mario franchise most known for their iconic masks. They do not appear in Super Mario 64, but a type of Shy Guy called a Fly Guy does appear in Super Mario 64.
Shy Guys have been a popular custom enemy in SM64 ROM hacks since at least 2011. They most commonly are added in as retextured Goomba's and retextured Giant Goomba's, and similarly, yield the same drops as their Goomba counterparts.
